In accordance with the Egyptian policy towards the African countries in general, and the Nile Basin in particular, and with instructions of Egyptian Foreign Minister, Ahmed Aboul Gheit, to enhance human capabilities in the field of water resources and irrigation, as a main factor in the development process and facing poverty. Secretary-General of the Egyptian Fund for Technical Cooperation with Africa, Ambassador Nivien Ashmawy, stated that the Fund's secretariat received 5 scholars from Tanzania, Uganda, Burundi, Ethiopia and Kenya to acquire joint water resources diploma for the academic year 2007/2008, in coordination with the Faculty of Engineering, Cairo University, also invitations were sent to the Nile Basin states to name their nominees.

The Secretary-General added that the Fund allocates a major part of its resources to the Egyptian water policy, whether through dispatching experts in the field of water systems management, as Egypt has scientific qualified human cadres known in the African continent, or through supporting a large number of training sessions, as well as offering scholarships to African scholars in this field.

Noteworthy, that this comes within the framework of managing water surplus in some African countries, and managing water rarity in some others. In the context of Egyptian policy to support African capabilities in the health field, the Fund's secretariat dispatched an expert engineer in the field of medical equipments maintenance to Cameron, as to assist in training human cadres in this field, to limit infection, and benefit from the technology in the field of medical engineering.
