1-Egypt participated in the meetings of the sixth Summit for the African Peer Review Mechanism which was chaired by Nigerian President Obasanjo and was attended by several of the 26 African Presidents. The Egyptian Foreign Minister headed Egypt's delegation in the Summit on behalf of President Mubarak.
2-The Head of the Panel of Eminent Persons, which is concerned with the review process, presented the review teams' activities since the Summit's last meeting in Banjul in July 2006. The current situation of the review processes in different member countries of the mechanism was also tackled after adopting the review reports of Rwanda, Kenya, and Ghana during the last two Summits. Within this context, the Head of the Panel indicated that a number of African countries are still undergoing the review processes while some others, including Egypt are preparing to receive the review teams. She also added that Egypt has started making the necessary arrangement in this regard including establishing a national committee which includes representatives of the government, the parliament, the civil society, and the private sector, and is currently preparing to receive the first review team in the first quarter of 2007.
3-The Presidents of Ghana, Rwanda, and Kenya presented their countries' Progress Reports on the progress achieved in implementing the work programs pledged by their governments with respect to the remarks included in their respective review reports. The three Presidents have also highlighted their serious consideration of these remarks, and that they have adopted numerous measures to find the necessary solutions to the problems mentioned in these reports concerning democratic practices, good governance, economic administration, Deprivitization, or social and economic development policies.
4-The Summit did not discuss South Africa’s review report, upon the request of President Thabo Mbeki, who requested postponing discussing the report till his government’s response on the shortcomings mentioned in the report are included. It was agreed to discuss the report during the Mechanism’s seventh Summit next July, with those of Algeria and Nigeria that are currently being finalized. |
