A. NEPAD Executive Committee:
1. The Egyptian Foreign Minister headed the Egyptian delegation at the NEPAD Executive Committee meetings which were held in Accra on the first of June, and took place on the sidelines of the AU Summit in Accra. The Committee was presided by Ethiopian Prime Minister Meles Zenawi .
The meeting was attended by representatives and the Heads of State of the 20 member countries of the Committee, who listened to the phase report presented by the Chief Executive of the NEPAD Secretariat concerning the progress achieved in implementing the NEPAD objectives and program in various sectoral priorities. The Chief Executive also presented the steps adopted to implement the resolutions of the "Brain Storming Summit " which was held in Algeria in March 2007, concerning the integration of the NEPAD initiative into the AU structure.
2. The Heads of State also reviewed the outcome of the recent summit of African states, which was held on 8 June 2007, with the G8 in Heiligendamm Germany, stressing on the importance of implementing mutual agreements concerning establishing an effective follow-up mechanism in order to evaluate the extent to which the pledges have been fulfilled by both sides.
3. Within the framework of the discussions which took place among the Heads of States concerning the progress achieved in implementing the NEPAD objectives and goals, as well as President Abdullah Wad's evaluation of the initiative which maintains that the it hasn't achieved the desired progress, particularly with regards to implementing infrastructure projects, indicating that the initiative has focused instead on corruption, AIDS, Malaria and other pandemic diseases which gave the impression that Africa is only "a diseased and corrupt " continent. President Mbeki suggested that the invitation to hold a "NEPAD Evaluation Summit" should be reinitiated. Dakar was scheduled to hold the Summit last year, however the Presidential elections prevented this. The President's suggestion was approved by the Committee, provided that the Summit be held in Dakar as soon as possible.
B. African Peer Review Mechanism Forum:
1. The Minister participated in the African Peer Review Mechanism Summit which was held in Accra on 1st June 2007.
2. Djiboutian President signed the mechanism accession documents during the Summit, and thus the number of member countries has now become 27, including Egypt, out of 53 member states in the African Union.
3. The review team assessed the performance reports of Algeria and South Africa, shedding light on the positive aspects of the administration levels, as well as the good political and economic governance in each of them. The reports also included the challenges and negative aspects recognized by the review team in the four review fields (democracy and good governance, economic and administrative governance, deprivatization of companies, economic and social development). Presidents Abdul Aziz Boutflika and Thabo Mbeki commented on the reports prepared about their countries and presented their national programs to deal with these challenges, and tackle the negative aspects mentioned in the reports. At the end of the discussions, the two reports were adopted and the Presidents of both countries, as well as the review team, were thanked. |
