Brain-Storming Summit in Algeria on 21st of March 2007

1.The NEPAD Brain-Storming Summit which was held in Algeria on the 21st of March 2007, was attended by the Presidents of Algeria, Nigeria, South Africa, Ghana and Mali, as well as the Vice President of Gabon and the Prime Ministers of Ethiopia, Congo Brazzaville, Angola, Tunisia, Sao Tome and Principe, Rwanda and Mozambique. Egypt, Libya, Senegal, Kenya, Botswana, Cameron and Mauritius participated on the ministerial level. The Egyptian delegation was headed by Minister of Economic Development, Dr. Osman Mohamed Osman, accompanied by Personal Representative of President Mubarak to the NEPAD, Ambassador Ibrahim Ali Hassan.

2. The Summit was preceded by a meeting for the Ad Hoc Committee which was assigned by the African Union to prepare a report on the integration of the NEPAD into the institutional framework of the African Union. The Committee meeting was attended only by the Presidents and Heads of delegations of the five founding states of the NEPAD (Egypt, Algeria, Nigeria, Senegal and South Africa) as well as the current Chair of the African Union (Ghana).  The upcoming Chair of the NEPAD Implementation Committee (Ethiopia), the President of the African Union Commission, and the NEPAD Executive Director also attended the meeting.

3. The Ad-Hoc Committee discussed the report prepared by the Union Commission with the NEPAD Secretariat, which included their common perspectives concerning the integration process to implement the resolution of the African Union Summit in Maputo in July 2003. The participants affirmed the importance of the NEPAD, as a "program, vision and philosophy" of the African Union in order to achieve development in the continent. The Committee also approved a number of recommendations, which were presented to the Brainstorming Summit held on the same day, with the participation of the twenty NEPAD implementation committee member states.

4. The Brainstorming Summit endorsed the recommendations of the Ad-Hoc Committee, the most important of which are the following:

·         Sanctioning the common vision mentioned in the joint report of the AU Commission and the NEPAD Secretariat.

·         Affirming that the NEPAD represents Africa's "vision and philosophy” regarding  development in the continent.

·         Establishing the "NEPAD Planning and Coordinating Authority", and assigning a "coordination unit" to set a "road map" to complete the integration process.

·         This transitional phase will last twelve months, starting from June 2007 until June 2008.

·         Asserting the role of the Implementation Committee in the leadership and Political orientation of the Initiative, and the role of the steering committee – which includes the personal representatives of the member states of the implementation committee – with its current formation.

·         Calling upon the South African government to ratify a headquarter agreement with the African Union to host the NEPAD Secretariat and Organization.

·         The African Peer Review Mechanism is to pursue its missions independently from the African Union.
