Pakistani Minister of state for Foreign affairs headed the 31st meeting of the Foreign Ministers of   G77 and China, held in New York on 27 Sept, 2007 which  was attended by the UN Secretary General, Administrator of the UNDP. The Egyptian delegation to the meeting was chaired by Assistant Foreign Minister Raouf Saad, as a representative of the  Foreign Minister.

The delegation's comments focused on the following issues: The importance of solidarity and unity among member countries, promoting south/south cooperation, urging developed countries to solve the debt problem, fulfil their commitments to allocate 0.07 % of their total GDP as formal development assistance, and support developing countries to implement Millennium development goals (MDG's).

 The delegations also discussed providing assistance to countries in the post conflict phase, least developed countries , Island states and enclaves as well as middle income developing countries , highlighting that it was important for developed countries to help developing countries adapt to climate change, provide them with  additional resources to deal with this phenomenon, help them in the fields of capacity building and technology transfer.

The Egyptian delegation proposed holding a Brainstorming session under the auspices of the Global financial institutions to discuss the various aspects and dimensions of climate change, and means of facing the its potential repercussions on the economies of developing countries  and maintain the major principle on which  the UN is based , namely one vote for each country. The delegation also highlighted that it was important for developed  countries to maintain 0.07% as formal development assistance, and called upon the international community to find effective solutions for the debt problem , and deal with climate change according to the principle of mutual responsibility while noting the variation in responsibilities and commitments( between developed countries and developing ones)  , it also called for  the importance of promoting international environmental management within the framework  sustainable development , and helping developing countries by capacity  building , technology transfer, providing additional financial resources , and reforming the UN system.
