UN reform in the field of operational activities
1- The Final Document issued by the UN Summit in 2005 called upon the Secretary-General to activate the role of the UN in the field of operational activities through greater coherence among its various organs. In this context, the Secretary-General formed a high-level work group, in February 2006, in order to present a report on this issue, to propose suggestions to the upcoming UN General Assembly session, scheduled to be held in September.
2- The Egyptian Mission in New York represented the Foreign Ministry in all the workshops and non-official conferences held by the work group to poll countries about the reform process. The Ministry also participated in preparing the African and Group of 77 worksheets. Furthermore, Egypt presented an independent worksheet reflecting the Egyptian stance on the reform process, in which Egypt focused on a set of points that were regarded as a guide for the reform process:
· The aim of reviewing is to enhance the UN operational activities and not to brief or undermine them.
· The need to increase and regulate funding for the UN organs to be more predictable.
· Enhancing the role of the Economic and Social Council in supervising the operational activities, and coordinating in highlighting its orientations and policies.
· Curbing dualism in the work of these organs, and documenting coordination among them, especially in the host state, as well as promoting the role of the resident representative.
· Balancing that by enhancing national property and national priorities in the UN programmes and projects, and involving host countries in the process of selecting resident representative.
· The importance of managing the UN reform process calmly and prudently in order to achieve the desired goals. 3- Within the framework of the regional consultative meetings held by the members of the work group, Cairo hosted the third meeting of the workgroup, on 20-21 June 2006, to poll Arab countries about the reform. Representatives of six Arab countries including Syria, Sudan, Yemen, Saudi Arabia, Morocco, in addition to Egypt, the hosting country, participated in the meeting. |
