First:
Malaysia hosted the “First OIC Anti-Corruption and Integrity Enhancement Forum” held in Kuala Lumpur Convention Centre, during the period from 28 to 30 August 2006. The Forum was organized by the Malaysian Anti-Corruption Agency, in cooperation with the Organization of the Islamic Conference (OIC) secretariat. Delegations from 45 countries participated in the Forum, representing the relevant supervision institutions. The Egyptian delegation was headed by General Mohammed Hamdy Rashed - Assistant Chairman of the Administrative Control Authority (ACA), and membership of Mr. Ali Farouk- head of the ACA control group.
Second:
Mr. Mohammed Hamdy participated by a worksheet in the forum’s fourth general session, which was held on 29 August 2006, entitled “Anti-Corruption and Integrity Enhancement: Countries experiences”. Mr. Hamdy tackled the following points:
1- The reasons behind the existence of corruption, which are social, economic, administrative, and international reasons.
2- The negative impacts of corruption, such as political instability, deterioration in the economic performance, and the destruction of the social system.
3- The Egyptian Government strategy to combat this phenomenon, and the required procedures, the most important of which are:
-Providing the suitable atmosphere to enhance Democracy.
-Reviewing the appropriateness of laws and legislatives.
-Simplifying governmental procedures.
-Limiting the government’s authority on economic activities and project management.
-Promoting the role of the control and security authorities, which are responsible for combating corruption.
4- The Administrative Control Authority strategy for combating corruption.
5- A number of recommendations such as establishing a mechanism for exchanging information, laying the necessary legislatives to ban international bribery, enhancing international cooperation in the field of training, and exchanging expertise. He also warned against the dangers of corruption among the Law and Judiciary implementation authorities, which should be totally avoided by all means. |
