In support for the cooperation ties between the Arab and Latin American states, which have been greatly promoted since the first Arab-Latin American Summit was held in Brasilia in May 2005; the meeting between Foreign Ministers of Arab and Latin American countries was held in the Buenos Aires. Foreign Minister, Ahmed Aboul Gheit, assigned Assistant Foreign Minister for American Affairs and the Organization of American States, Ambassador Hatem Seif El-Nasr to preside the Egyptian delegation and deliver the Minister's speech at the beginning of the meeting's general session.

The Minister's speech focused on outlining the cooperation course between Arab and the Latin American countries, as a practical embodiment of the dream that continued to preoccupy the minds of renaissance and liberation leaders and pioneers in the countries of the South. The speech indicated  the importance of practically and objectively assessing what has been achieved since the Brasilia Summit was held in 2005, in order to be able to have a clear conception  of the future measures before the upcoming summit in Doha is held during the last quarter of 2008. The speech, furthermore, tackled  the most important regional and international issues and challenges which on which  both sides are apt to coordinate their efforts about, in order to adopt  an international system based on the principles of sovereignty of the law  and international legitimacy and able to achieve security, peace, development and prosperity for all the peoples.

The meeting, in which senior officials participated, issued the Buenos Aires Statement, which included  67 articles, tackling all fields of joint cooperation and the regional issues which concern each region and means of joint support to tackle these issues and resolve them. It is obvious, however, that the major part of the joint statement (41 articles) put a clear formulation for the common work axes for the participating countries in tackling the issues and challenges at hand, as well as an executive plan to activate the cooperation axes between the Latin American countries and the Arab countries in the form of activities, forums, conferences, and projects, which are to be implemented according to a specific plan, whose broad lines have already been depicted.

A number of bilateral meetings with the heads of the participating delegations,were held on the sidelines of the meeting also were where Ambassador Hatem Seif El-Nasr delivered a message from Aboul Gheit to his Argentinean counterpart, Jorge Taiana, who affirmed his looking forward to receiving Aboul Gheit in Argentina as soon as possible  in order to hold a political consultation session. Seif El-Nasr also met with the Brazilian Foreign Minister, Celso Amorim, and delivered a message from Aboul Gheit, where Amorim welcomed Aboul Gheit's visit to Brazil to launch Egyptian-Brazilian cooperation relations in various fields.
