Egypt's relations with ASEAN countries

Egypt enjoys cordial relations with ASEAN countries. These relations are characterized by dialogue and understanding on the political level, as well as the bilateral cooperation and exchange of expertise in all fields.

An overview of Egypt’s relations with these countries and the agreements signed between both sides is highlighted as follows:

1-The Egyptian-Indonesian Relations:

The bilateral diplomatic relations started in 1945. Egypt was one of the first countries to recognize Indonesia's independence. Generally, the relations are characterized by being stable, and their stances are almost identical towards various international problems and issues.

Egypt and Indonesia participated in establishing the Non-Alliance Movement and the Organization of the Islamic Conference, in which both countries played a pivotal role, in addition to their common interest in promoting the South-South dialogue and cooperation in G77, G15 and G8.

The university of Al Azhar AL-Sharif presents about 115 scholarships annually to Indonesia (5 for studying at institutions, 90 for studying at universities, and 20 for post-graduate studies) as well as 3 other scholarships offered by the Ministry of Higher Education. There are also about 43 preachers, from Al Azhar and the Ministry of Endowments, distributed among the Islamic institutions all over Indonesia.

Mutual visits are organized intensively between the countries. The First Round of Political Consultations was held in 2004, while the Second Round was held in 2005, followed by the Fourth Round of the Egyptian-Indonesian Joint Committee in Cairo.

1-The Egyptian-Malaysian relations:

Political relations between Egypt and Malaysia started in 1959, and were strengthened through their participation in the Non-Alliance Movement, the Organization of the Islamic Conference, G77, G15 and G8.

President Mubarak participated in the G15 Summit which was held in Kuala Lumpur in 1997; while the Malaysian Prime Minister, Mahathir Mohamad participated in the two G15 Summits held in Cairo in May 1998 and November 2000.

Malaysia is interested in the cultural and religious relations with Egypt. There are about 6 thousands Malaysian students studying in Egypt of which 90% study at Al Azhar Al Sharif. Moreover, Al Azhar presents 10 scholarships annually to Malaysia, and contributes in training imams and preachers.

1-The Egyptian-Thai relations:

Bilateral political relations started in 1954, and has been characterized by stability and understanding on various international and regional issues.

The cultural cooperation between Egypt and Thailand is an important aspect in the Egyptian-Thai relations. Al Azhar presents 60 scholarships for Muslim Thai students annually. (Muslims in Thailand are about 10% of the population) 

Bilateral relations were boosted after holding the 2nd Round of the Egyptian-Thai Joint Committee, which was headed by the two Foreign Ministers in January 2006, in which both sides signed an Agreement to avoid double taxation

4-The Egyptian-Singaporean relations:

The relations between Egypt and Singapore started in the 1960s. Currently, the bilateral ties are cemented by the Initiative for Asian-Middle East Dialogue which was called for by the Singaporean Prime Minister during his visit to Egypt in 2004. The last mutual visit was that of the Singaporean Trade and Industry Minister to Egypt in the period from 27 to 29 March 2006.

5- The Egyptian-Philippine relations:

The Egyptian-Philippine political relations officially started in 1955 after signing a Friendship Agreement.

The 3rd Round of Political Consultations was held in December 2005, and the Philippines is scheduled to host the 4th Round in April 2006, during the tour of Assistant Foreign Minister for Asian Affairs in a number of the ASEAN countries.

6- The Egyptian-Vietnamese relations:

Egypt has conventional friendship relations with Vietnam since the 50s, when the Vietnamese Liberation Front opened its office in Cairo. Egypt was the first country to start exchanging political representation with Vietnam in 1963, followed by the opening of the Egyptian embassy in Hanoi in 1964.The Vietnamese political bodies appreciate the Egyptian support to the Vietnamese cause from the beginning of its struggle until achieving victory and uniting the country in 1975.

There is full coordination between Egypt and Vietnam in exchanging support concerning vital issues to both countries on the international level. Vietnam values the Egyptian axial role in the Arab area, Middle East, Africa, and the Non-Alliance countries.

Relations between both countries witnessed transformation after the 2nd Round of the Joint Committee was held in Cairo, March 2006, where several agreements were signed:

-Agreement to avoid double taxation.

-Executive program for cultural and social cooperation.

-A Memorandum of Understanding for touristic cooperation.

-A Memorandum of Understanding between both countries’ exhibition institutions.

7-Egyptian Brunei relations

Egyptian and Brunei maintain good relations supported by the presence of hundreds of Al Azhar graduates. The Brunei embassy is the first  in the Arab region and the sole diplomatic representation for Brunei  in Africa .

The Brunei Assistant Foreign Minister for Asian Affairs recently visited Egypt in  May 2005 , The Secretary General of the Brunei Foreign Ministry also visited  Egypt in November of the same year. An agreement to establish a  mechanism for bilateral consultation has been reached as a result of these visits.

8-Egyptian – Laotian Relations :

Relations between the two countries date back to 1976 when Egypt established  an embassy in Vientiane, the Capital. Currently there is an embassy in Hanoi to monitor the development of relations  between the two countries. Bilateral relations are characterized by mutual respect and coordination on the international arena. Egyptian Assistant Foreign Minister for Asian Affairs is expected to visit Laos in April 2006.The visit is due to take place within the framework of enhancing relations, initiating an exchange of visits, and exploring potential aspects of cooperation.

ªAgreements signed between Egypt and Laos:

- There are currently 2 draft agreements pending signature between Egypt and Laos, the first is related to Technical and Economic cooperation, the second is related to on Investment Promotion and Protection.

- The two agreements were referred to and approved by the Agreement revising committee.

9-Egyptian–Myanmar relations :

Egypt maintains historical relations with Myanmar since their contribution to  the foundation of the Non-Alliance Movement in the fifties .The establishment of the Egyptian embassy in Myanmar dates back to 1953 and  Myanmar is eager to maintain conventional relations with Egypt , the only country in Africa  that has  a permanent diplomatic representation there.

Bilateral relations have developed significantly between 2005-2006 :

 the period was marked by the  official visit   made by Former Egyptian  Assistant Foreign Minister, Ambassador Ezat Saad, to Myanmar and signing the Memorandum of Understanding on  holding regular political consultations between the two countries during the visit  paid by  Burmese Deputy Foreign Minister to Egypt  in March 2006.

ªAgreements signed between Egypt and Myanmar:

- A Memorandum of Understanding in Agriculture signed on 10th May,1994.

- A Memorandum of Understanding concerning the initiation of a Political consultation mechanism signed on 22nd March,2006.

10-Egyptian–Cambodian relations:

The establishment of diplomatic relations between the two countries dates back to 1953 , Egypt maintains diplomatic relations with Cambodia through the Egyptian embassy in Bangkok. Former Cambodian King Sihanouk who is still highly esteemed by the Cambodian People , reserves friendly relations with former Egyptian Presidents.

The  King also praised Mubarak’s support to his country during the period of instability in his country  which lasted until  1993.

Egyptian Assistant Foreign Minister (for the affairs of  ASEAN and South East Asia) is expected to visit Cambodia in April 2006 in order to enhance bilateral relations.
