SHARM EL SHEIKH DECLARATION
OF PRINCIPLES OF AMITY AND COOPERATION
OF THE ASIA–MIDDLE EAST DIALOGUE(AMED)
|
The Parties to the Asia–Middle East Dialogue(AMED) :
- AWARE of the ties of history and culture, which have linked their peoples together;
- RECOGNIZING that Asia–Middle East Dialogue (AMED) was established to foster multidimensional dialogue and cooperation including people – to - people interaction between Asia and the Middle East;
- RECALLING the Inaugural Meeting of Asia–Middle East Dialogue (AMED), held in Singapore from 20 to 22 June 2005;
- DETERMINED to enhance peace, friendship, and cooperation in areas of mutual interest for Asia and the Middle East correspondent to the potentials and ambitions of cooperation between them and consistent with the spirit and principles of the Charter of United Nations;
- REAFFIRMING their determination to consolidate and develop friendship and cooperation existing between the peoples and governments of both regions with a view to promoting a 21st century partnership for cementing their political, economic and cultural cooperation and reinforcing mutual trust;
- RECOGNIZING that sustainable economic development requires a
sound political environment between the two regions and a strong foundation of mutual interests;
- COGNIZANT of the need to promote a peaceful, friendly and
harmonious environment for the enhancement of peace, stability, economic development and prosperity in the two regions and the furtherance of global peace, stability and harmony;
- EXPRESSING their view that peace and stability in Asia and the Middle East represent pillars for the development in both regions, and reaffirm the necessity of the establishment of an independent viable State of Palestine on the basis of the International Legitimacy, and call for intensifying the efforts for reestablishing stability in the region.
- CONVINCED that closer interaction and enhanced dialogue between Asia and the Middle East will enable both regions to share experiences and enforce political, economic and cultural bonds between them, increase their international weight and augment their contribution to the prosperity and stability of the world;
- REAFFIRMING the necessity of strengthening the economic and social stability in their countries and ensuring their peaceful and progressive national development;
- EXPRESSING their appreciation for the excellent facilities and the hospitality of the Government of the Arab Republic of Egypt which contributed to the success of the AMED II Meeting, and welcome the generous offer by the Kingdom of Thailand to host the upcoming AMED III;
- AGREEING that the principles contained in this Declaration should not contradict the national laws and legislations of the participating countries;
HEREBY :

- Reaffirm their commitment to the objectives and principles of the Charter of the United Nations and the relevant regional organizations, and other universally recognized principles of international law, which shall serve as the basic norms governing state-to-state relations between and among countries of the two regions;
|
- Agree that the purpose of this Declaration is to promote perpetual peace, everlasting amity and cooperation among their peoples which would contribute to their strength, solidarity and closer relationship;
|
- Affirm their commitment to develop and strengthen the traditional cultural and historical ties of amity, good neighborliness and cooperation which bind them together and to fulfill in good faith the objectives assumed under this Declaration;
|
- Recognize the importance of people-to-people linkages and express their determination to promote greater interactions, in particular, among youths and women;
|
- Undertake to intensify their active cooperation in economic, social, technical and scientific fields as well as in areas of common values and aspirations of international peace and stability and all other issues of common interest;
|
- Commit to foster cooperation in the furtherance of the cause of peace, harmony, and stability in both regions by maintaining regular bilateral and multilateral contacts and consultations on international and regional issues with a view to coordinating their position for their common interests;
|
- Reaffirm their respect for independence, sovereignty and territorial integrity of all nations, and the principal of non interference in the internal affairs of one another;
|
- Support the initiative to convene an International Conference on Combating Terrorism under the auspices of the United Nations to address this fast growing threat ;
|
- Recognize the role of the existing centers for combating terrorism in Asia and the Middle East, and in this regard, support the establishment of an International Centre for Combating Terrorism under the umbrella of the United Nations in accordance with the recommendations of the International Conference on Anti- Terrorism held in Riyadh, Kingdom of Saudi Arabia from 5th to 8th February 2005;

- Stress the importance of the success of the 2010 Review Conference of the Treaty on the Non Proliferation of Nuclear Weapons (NPT);
|
- Recognize and welcome the Treaty on the Southeast Asia Nuclear Weapon-free zone, which has been in force since 1997, and support the establishment of the Middle East Region free of Weapons of Mass Destruction;
|
- Agree to intensify their cooperation with a view to accelerating economic development in the peaceful community of nations in Asia and the Middle East;
|
- Agree to cooperate in building their economies and in this regard commit themselves to pursue trade and investment opportunities in member states with greater vigour;
|
- Underscore the importance of public private partnership ( PPP ) in facilitating and expanding economic cooperation among them . In this regard, agree that sound policies by the governments and a constructive role by the private sector could result in tangible achievements for the two regions;
|
- Agree to undertake concrete actions for further economic cooperation, specially in the areas of logistics and infrastructure, small and medium enterprises development, energy, food security, science and technology, ICT, manufacturing, HALAL food, financial services, education, human resources development, administrative reform, environmental protection, possibilities of harmonizing and coordinating investment rules and regulations, and to explore ways to foster banking linkages;
|
- Welcome the establishment of the AMED Regional Vocational Training Center in Jordan and the AMED Regional Training Center for Public Administration in Qatar and all efforts to provide skills development courses to AMED members, with the aim of promoting human resources development which is a key factor to sustainable economic progress;
|
- Affirm the importance of energy in their mutual relations and look forward to reinforcing and enhancing their cooperation in the fields of energy for the mutual benefit of their economies and peoples;
|
- Call for cooperation in addressing humanitarian issues and affirm to take necessary initiatives in exchanging experience and expertise on early warning systems and management of natural disasters and providing assistance, including humanitarian assistance, in the event of such disasters;
|
- Reiterate their support for interfaith and intercultural dialogues which could play an important role in promoting tolerance and mutual respect among different cultures, and affirm that terrorism contradicts the values and principles of all religions and faiths, thus represents a grave danger against all of them;
|
- Support further cooperation in the fields of media and information and welcome the offer made by Singapore to host the AMED Media Roundtable to promote exchanges and sharing of experience;
|
- Welcome the concerted global action to address climate change at the 13th session of the Conference of Parties of the UN Framework Convention on Climate Change (UNFCCC COP-13) and the adoption of the Bali Action Plan, and look forward to a successful conclusion of the negotiations to arrive at a framework for long–term cooperative action under the Convention beyond 2012;

- Underscore, in this regard, that for Developing Countries, especially for the Least Developed Countries and Low-Lying Coastal States, climate change actions should be taken in the context of sustainable development, taking into account the differences in their national circumstances and supported by technology transfer, financing and capacity building for adaptation;
|
- Agree to continue their consultations and dialogues concerning relevant issues through the modalities agreed by them, including regular consultation on the observance of Declaration for the purpose of promoting good neighborliness and transperancy, harmony, mutual understanding and cooperation.
